MINUTES OF THE MEETING OF THE PLANNING AND PLACE COMMITTEE

HELD ON MONDAY 8 SEPTEMBER 2025 at 19:00 HOURS

IN THE PARISH ROOMS, HALL STREET, CROWLAND

 

Present: Cllr Elphee (Chairing), Cllrs Williams, Boor, Kempton, Stowe, Searle, Alcock.

In attendance: Two members of the public and the Clerk, Vanessa Hymas.

 

  1. TOWN CENTRE WALKAROUND

Picture 1 – Top of Kemp Street near North Street

Wall severely cracked and bowing.

            

 

Picture 2 – North Bank

Rewiring of fence still outstanding.  Environment Agency responsibility. Previously reported.

 

Picture 3 – North Street Pathways

Pathway surface uneven.

           

 

Picture 4 – Top end of North Green

Bench in need of a clean and bolts affixing bench to base need to be tightened.

 

 

 

Old letterboxes still need to be removed.Clerk to contact Cllr Levesley to seek his assistance in contact information within Royal Mail for their removal. Previously, the one in Snowden carpark has been removed.

 

 

 

Picture 5 – North Street

Low level branches on trees to be cleared.Weeds to be cleared.

 

        

 

Power cable (electrical supply to No 64) is being restricted by trees – Clerk to contact National Grid to ask them to cut trees back.

 

    

 

 

Windows to No 60 badly weathered, and boarded, in a conservation area.

No signs visible to the entrance; litter and grass accumulating.Clerk to determine who owns the car park so that they can be notified to take action.

Planning condition breach – issue for the residents’ management committee.

Arrange a meeting with Stagecoach to raise concerns about where the bus is stopping outside homes and blocking the road to other road users.

Hedge on reform street to be cut back – Clerk to follow up with Gary’s Gardens for a quote.Long term solution to be considered in Farms and Gardens Committee; Agenda Item, Farms and Gardens.

Apologies for absence were received from Cllr Davis, Pepper, and Boom.

 

  1. DECLARATIONS OF INTEREST

Cllr Searle declared an interest in the Manor House, East Street planning application and would not vote on any resolution (non-pecuniary).Cllr Alcock declared a pecuniary interest in the Normanton Road development and would leave before this item is discussed.

 

  1. TO APPROVE THE MINUTES OF THE PREVIOUS MEETING

The minutes of the previous meeting held on 4 August 2025 were proposed as a true record of the meeting by Cllr Kempton, seconded by Cllr Stow, carried nem con.

The Manor House, 5 East Street, Crowland, PE6 0EN

External & Internal Alterations – listed building

On the government property at risk register.Much of the 18 Century panelling to remain; property to be restored starting with the roof.English Heritage involved.Crowland Parish Council pleased to see the restoration which will be beneficial to the town in bringing the property back to life.Application supported.

Erect Detached Garage – resubmission of H02-0262-24 – Approved under H02-0710-24.Modification to Condition 5 to plant climbing shrub on south elevation in lieu of hedge.

Climbing shrub considered better than a hedge.

No objections.

Land East of Normanton Road, Crowland

Development for 80 dwellings with access, landscaping, drainage, open space and associated infrastructure.

It was noted that the development is within the local plan.The number of houses in the local plan has now been far exceeded, and Crowland Parish Council (CPC) has expressed concern. Two members of the public expressed their concern over a number of issues and CPC advised them to raise their material objections directly with the planning department, by the closing date of 19 September 2025.

Crowland Parish Council have concerns over the density of the properties, access for refuse collection and access to the site during development and then once developed, as the site is accessed from a busy road on which the local primary school and a nursery are located. With regard to the access, Crowland Parish Council would like an alternative access road to be investigated. Crowland Parish Council also have concerns on building within the flood plain and note the comments from Anglian Water and the Internal Drainage Board. Whilst the development is within the current approved local plan, due to our considerations above, Crowland Parish Council therefore object to this application.

H02-0643-25- Refusal

30 Postland Road, Crowland, Spalding PE6 0JB – Incorporation of land into residential curtilage and erection of domestic wooden shed and associated fencing – Retrospective.

H02-0628-25 – Approved

Hereward Way, Crowland, PE6 0BL – Condition compliance.

H02-0282-25 – Refusal

Crowland Community Hall, 65 Broadway, Crowland, PE6 0BH – Change of use of community hall section for commercial storage – Retrospective.
