Minutes of Planning & Place Council Meeting

Held on Monday 20th April 2026 at 7.00pm In the Parish Rooms, Hall Street, Crowland

 

Attendees: Cllr Cathi Elphee (Chair) - Cllr Jon Boor, Cllr Bryan Alcock, Cllr Peter Stowe, Cllr David Kempton, Cllr Graham Searle, Cllr Peter Davis, Cllr Katie Pepper & Cllr Annette Williams

Meeting Started at 7.00pm

 

The meeting was opened by Chair - Councillor C Elphee, who welcomed all attendees.

 

  1. APOLOGIES FOR ABSENCE

Apologies for absence were received and accepted from Cllr Jon Boor

and none received from Cllr Darren Warner, Cllr Jordan Boom & Cllr Jack Turner.

 

  1. DECLARATIONS OF INTEREST

Cllr Graham Searle declared a non-pecuniary interest in agenda item 4.

Cllr Bryan Alcock declared a non-pecuniary interest in agenda item 5.

It was proposed, Cllr Annette Williams seconded Cllr Peter Davis and

Resolved: The minutes of the meeting held on 9th March 2026 were a true record and accurate record of the proceedings and were approved.

Comments – CPC leave this to the experts of the planning department but are pleased to see work being actioned on the historic building in the centre of town.

  1. Post Box at Postland Road

The Parish Council have put in a request to Councillor Raymond Condell CVS Scheme

For the installation of a slabbed pathway and landscaping to the Post Box on Postland Road.

Plan B was discussed with the proposal of asking the post office to move the Post Box closer to the Bus Shelter.

 

  1. Car Wash Site

It has been reported that the site now appears to be selling cars; the planning application will be reviewed. This will be investigated with the Planning Enforcement Officer.

 

  1. Abbey Clock

Deputy Clerk emailed and spoke to Steven Strickland. It is on hold for personal reasons but is on the list and will be actioned.

  1. Cenotaph Crosses

Concerns were raised regarding the appearance of the wooden crosses, decaying.This has been actioned, and the area has been cleared.

 

  1. Bus Stop in West Street

A meeting was planned but the Stagecoach representative failed to show.The meeting is to be rescheduled.

Councillors Cathi Elphee and Graham Seale investigated the site with the Clerk and could not see a solution if the bus stop was moved. The meeting is to be rescheduled as the attending councillors investigated the site and could not see a solution.

The Bus Shelter grant is still to be investigated.

Possibility of requesting double yellow lines around the green to stop parked cars, which hinder the bus.

 

  1. ANY OTHER MATTERS TO BE INCLUDED ON A FUTURE AGENDA.
  2. – how long is left for burials? A meeting is to be requested with the Church Yard Committee and the Church Warden, with the possibility of how to invest to allow more.
  3. – a request has been received to reduce the height.
