Meeting Started at 19:00

 

The meeting was opened by Chair - Councillor C Elphee who welcomed all attendees.

 

1. APOLOGIES FOR ABSENCE

Apologies for absence were received and accepted from Cllr K Pepper and none received from Cllr D Warner. Cllr J Bloom and Cllr J Turner.

Comments: This location already experiences drainage and surface‑water issues, and the introduction of additional hardstanding risks exacerbating run‑off unless robust mitigation measures are demonstrated. Clear evidence of how surface water will be managed is required. The Council also notes existing parking pressures along North Street and expects the applicant to provide adequate on‑site parking provision to avoid further displacement onto the public highway. Assurance is sought that these matters have been fully assessed and addressed within the application.

6. BUS STOP IN WEST STREET

There were no updates to report. The Clerk will initiate correspondence with Stagecoach and will consult with local residents and Lincolnshire County Council.

 

7. HANGING BASKETS.

Orders for hanging baskets are being received. The Clerk is liaising with the nursery regarding the orders and confirming colour options for the pots

 

8. TOWN WALK – UPDATE

• Picture 1: The property is privately owned. The Clerk will identify and contact the owner, using the electoral roll if required.

• Picture 3: The issue to be reported via Fix My Street.

• Picture 4: Groundskeepers will inspect the bench and update.

• Royal Mailbox: The box has now been removed.

• Picture 5 – North Street: Groundskeepers will remove the overhanging branches.

• Power Cable: The Clerk will contact National Grid in regard to tree trimming.

• No. 60 North Street: The Clerk will contact the property owners regarding the windows.

• Car Parking – North Street: Evidence is required before the matter can be raised with Lincolnshire County Council.

• North Street Planters: The Committee will continue to monitor their condition.

• Picture 6 – Trinity Court Car Park: The site is owned by South Holland District Council and to be monitored and reported when required.

• Picture 7 – Corner of Hardwick Close: The Management Committee is not maintaining the area. Cllr B. Alcock advised that no party has a formal obligation for its upkeep. The Clerk will contact the Planning Enforcement Team at South Holland District Council.

• Picture 8 – Street Signs: The signs require repainting. Ownership to be confirmed; a request will be made to South Holland District Council for repainting.

• Picture 9: Bus stop ongoing

• Picture 10: Reform Street work completed.

 

 

9. THORNEY ROAD – PARKING

The Clerk has contacted Lincolnshire County Council, who advised that they are unable to allocate parking spaces to residents.

 

10. ANY OTHER MATTERS TO BE INCLUDED ON A FUTURE AGENDA.

• Abbey Clock Repair: The Clerk will contact Steve Strickland to request an update on progress.

• Pizza Van – Pavilion Car Park: Cllr G Searle reported an enquiry from a pizza van operator wishing to trade from the Pavilion car park. The Clerk will issue a polite response noting the existing pizza businesses in the town and the Council’s wish to support them, while confirming that the operator’s details will be retained for consideration at future events.

• Lamps of Peace: To be arranged following Remembrance. Cllr C Elphee will provide the Clerk with the necessary information.

• West Street – The Clerk will liaise with Lincolnshire County Council regarding a suitable site for the bench and will provide the enquirer with a quotation for both the bench and the plaque.

• Peterborough Sign: Cllr P. Stowe queried the whereabouts of the Peterborough sign.
