Minutes of Planning & Place Council Meeting

HELD ON MONDAY 12th JANUARY 2026 at 7.00pm

IN THE PARISH ROOMS, HALL STREET, CROWLAND

 

Attendees: Cllr C Elphee (Chair) - Cllr P Davis, Cllr B Alcock, Cllr A Williams, Cllr P Stowe, Cllr D Kempton and Cllr J Bloom

Meeting Started at 19:00

The meeting was opened by Chair, Councillor C Elphee, who welcomed all attendees.

1. APOLOGIES FOR ABSENCE

Apologies for absence were received and accepted from Cllr Jon Boor, Cllr Graham Searle, and Katie Pepper, no apologies were received from Cllrs Darren Warner & Jack Turner.

2. DECLARATIONS OF INTEREST

Cllr Peter Davis declared a non-pecuniary in agenda item 4 – Planning application H02-0015-26.

Comments: Support for the planning application concerning the tree, and the final decision rests with SHDC.

Comments: Support for the planning application concerning the tree, and the final decision rests with SHDC.

Construction of new pedestrian footpath.

Comments: The Council queried time constraints on the application and response, noting that the decision was made before the consultation deadline. Contact SHDC with the comments submitted by Committee.

Comments: Support for the planning application concerning the tree, and the final decision rests with SHDC.

Proposed Solar Farm and associated infrastructure - approved under H02-0606-18. Modification of Condition 1 to allow amendments to previously approved plans.

Comments: Request information on what is being modified as unclear in application and send to Planning Committee.

Crowland Community Hall 65 Broadway Crowland PE6 0BH

Change of use of community hall section for commercial storage - Retrospective

Comments: Objection – traffic concerns, loss of community space, and lack of consultation, as detailed below.

The use of the site for commercial storage has created traffic problems, including parked lorries obstructing the highway and blocking a designated bus stop. The change of use has also resulted in the loss of community space previously available for public hire, reducing facilities for social and community events. A request was made for parishioners to be consulted on whether this community space was still required, but this consultation has not taken place. In addition, the activity represents a commercial operation that is not suited to this location, which has historically served community purposes, and delivery issues have been reported since the change of use, causing further disruption in the area.

Previous comments

Cllr B Alcock: I am not sure what your opinions are about this change to storage. However, it is in a most inconvenient place where parked lorries cause traffic issues as well as blocking a designated bus stop. It also would remove what has been a space available to the public to hire for social events. Leaving that aspects aside it is a commercial activity not associated with this type of location. I am sure you will consider all relevant aspects.

Crowland Parish Council: There have been problems with deliveries since the change of use to a community hall building.

6. AMBURY GARDENS PLOT

Update - the Council is awaiting a response from the Solicitor regarding the transfer of land.

7. BUS STOP IN WEST STREET

Update - the Council discussed relocating the bus stop, possibly outside the pub car park.

Stagecoach, Highways and Lincolnshire County Council will need to be consulted regarding the location and a new bus shelter.

Action: Clerk to make enquiries and consult residents for opinions on location.

8. HANGING BASKETS.

Resolved: Cllr Annette Williams will distribute order forms for hanging baskets within the defined areas of North, South, East, and West Street, and the Clerk will design a flyer and place the order with Classic Printers as soon as possible. Brackets are to be inspected prior to installation, and the cost is £37.00 per basket with a £10.00 deposit payable on ordering. Crowland in Bloom will assist with the plants, baskets on stanchions are normally sponsored with a £20 donation, and the nursery requires final basket numbers in advance to place plant orders.

  • Parking on Thorney Road – to be added to the next agenda.

Action: Clerk to email Lincolnshire County Council regarding parking issues and gather information for next Planning & Place meeting.
