Held on Monday 18th May 2026 at 7.00pm In the Parish Rooms, Hall Street, Crowland
Attendees: Cllr Cathi Elphee (Chair) – Cllr Jon Boor, Cllr Bryan Alcock, Cllr Peter Stowe, Cllr David Kempton, Cllr Graham Searle, Cllr Peter Davis, Cllr Katie Pepper, Cllr Jon Boor, Cllr Jack Turner & Cllr Annette Williams

The meeting started at 7.00pm
The meeting was opened by Chair - Councillor C Elphee, who welcomed all attendees.

2. DECLARATIONS OF INTEREST
Cllr Graham Searle declared a non-pecuniary interest in Agenda Item 5
Cllr David Kempton declared a non-pecuniary interest in Agenda Item 10
3. ELECTION OF VICE-CHAIRMAN
Cllr Jack Turner offered to take on the post of Vice Chair as he would like to get more involved.
On the proposition of Cllr Annette Williams, seconded by Cllr Peter Stowe, and agreed by all Cllr Jack Turner was appointed Vice Chair of the Planning Committee.
4. TO APPROVE THE MINUTES OF THE PREVIOUS MEETING
It was proposed, Cllr Jon Boor seconded Cllr Peter Davis and
Resolved: The minutes of the meeting held on 20th April 2026 were a true record and accurate record of the proceedings and were approved.

Comments: Object - CPC feel that this building is completely out of character for the surrounding area, also being in a very close proximity to the kissing ground and Abbey. CPC feel as so much ground area, the objectives could be met with a single-story property, retaining the characteristics of the previous property, which would have suited the area better.

Comments: Objection – CPC believe this is an overdevelopment for the area. The external cladding doesn’t seem to be in keeping with the character of other houses in the existing area, the visual external appearance and a flat roof. CPC also queries any restriction of the right of light that would impact the neighbours.

9. GRAVEYARD
A scaled plan needs to be produced. A meeting is to be arranged with the Churchyard Warden and Churchyard Committee.
10. IN BLOOM PLANTERS
An email was received from In Bloom, requesting that the 2 tier and 3 tier planters in the centre of town be reduced in height. This was discussed and agreed to be a good idea to reduce the 3-tier (removing the top tier), making it a 2 tier. Reducing the 2 tier will require further investigation. JB to action with the workforce, also to look into the watering reservoir needs filling. Also, a watering lance was agreed to be purchased. Was this actioned?

11. BUS STOP IN WEST STREET
Ongoing – meeting to be rescheduled.
12. BENCHES
This has been ongoing and a recommendation for a Bench for Reg Boot and Michael Atkinson as long-standing councillors. It was commented that a bench was removed from the Gravel Causeway (Near the Wildlife Pond), this was removed as the wood had rotted and for safety reasons. This was discussed and agreed to be replaced once a replacement was resourced. It was also discussed that there is a concrete base near the Snowden on South Street Green, which was proposed as an ideal place to put a bench for Reg and Michael. There is also a base at the end of West Street, which this area was suggested for Lorna's bench.
It was suggested that the bench be the same patters and the one CPC ordered for the Skate Park. Measurements and 3 quotes will be needed. It was also suggested that the prices for the same style of benches be requested. One price will then be passed on to Lorna's family. More metal bench ends are also to be ordered

13. DOG WASTE / REQUEST
An email was received regarding the dog waste bin close to a house, be relocated, this was discussed and photos were reviewed. It was agreed that this bin had moved and was now close to the road. It was suggested that the bin be relocated to the other side of the wall, from Abbey Mews. CPC will relocate and replace it with a new bin.
A new bin liner is to be purchased.

Planning Town Walk to be actioned for July.
