Minutes of a meeting of Crowland Parish Council Held on Monday 5 September 2022 at 7:00pm in the Hub Crowland

Tennis Courts - The meeting with the Lawn Tennis Federation is still to be arranged; Andy McGuire is also keen to progress this project with interests in tennis, football & hockey for this area

 

Yellow Stocking will not be stopped off as there has been on objection.  The road will only transfer to the adjacent Landowners if they accept public access. We can only agree if LCC accepts Public Liability

Chairman’s Report

 

 

AF is departing towards the end of September having taken early

retirement.

AF has worked for the CPC for the last 1 years it been suggested having a party/get together to thank him for his service & support over the years. A date is to be confirmed for hopefully October.

 

A vacancy was raised to replace AF and the response has been good. The applications will be reviewed & candidates are to be shortlisted so interviews can be arranged.

 

A HR committee is to be set up; PG has requested a single list of candidates with CV to be re-sent

 

A CPC Open Day is to be scheduled for October, suggested date is Thursday 27 October, approximately 2 – 9pm.

 

Story boards can be used to display the information, topics that can be covered -

-Structure of the Council – County, District & Parish

  • Introduction of Crowland Parish Councilors (photos/name badges) powers & responsibilities; what we do on a daily, weekly, monthly basis
  • Highlight CPC achievements – allotments, a new play park, skate park, chalet bungalows

External Auditor has raised a couple of issues around their understanding of the Bond, response have been forwarded & we are now waiting for The Auditor to respond & sign off the accounts

 

Invoices to Ashwood for the electric usage should be looked into - what was the usage of the Implement Shed before Ashwood started work

Glebe & Kissing Ground – JB has spoken to agent & is waiting for a reply

Confirmation received that the existing agreement for cemetery land can be

 

rolled on

 

The trees have been pollard, except for the tree near the Bowles Club.

The oak trees near the Allotments have been Girdled (branches die & fall off);

 

the Play Group that use this area may need to be moved to a different area

Watering of the hanging baskets is to continue till the end of September.

Refurbishment of the public toilets is now urgent; a number of issue have happened in the last few weeks which have involved closing the toilets &/or engaging in an urgent plumber – date for refurb not confirmed

 

Electric car charging point (in front of Youth Building, surgery car park) – the base is to be installed on Wednesday 07/09/22 with connection/further works planned 16/17 September

Reports of speeding cars on Peterborough Road, St James Road & Portland Road, continues

 

While installing the barrier at the Pavilion, the post hole was being dug & it revealed a yellow mains gas pipe (roughly running to parallel to pavilion car park curb on Snowden side) – it’s understood that this pipe is not live.  DW has a drawing/plan showing the gas pipe route which can be used for information

 

It was suggested that warning signs could be used on Thorney Road to identify caution for car drivers as they approach the children’s play area

Assets Working Party

 

 

 

A meeting is to be held with solicitors & Ashwood to agree a way forward to resolve the outstanding issues – the main sewage is still an ongoing issues & a date for the handover of the remaining plot/bungalow is still to be confirmed.

 

There is a loss of income from the remaining bungalow and compensation is being investigated

 

There is also a piece of land that needs to be handed over to CPC, as a result of the property being built in the wrong location

 

The Allotment crossing into the new estate – Ashwood have not provided a viable design for a suitable footpath.  The current footpath has been installed but appears to be unsatisfactory (dyke is being banked up with soil/sand) making it likely to subside & also this may potentially affect the Silver Birch Trees that are planted there

 

Some form of indemnity would be required to cover the trees. (CPC would not be involved in maintenance of this path or the dyke)

 

The area around the pond is looking better but there is a discussion as whether there is a responsibility of CPC to fence the pond, would this be practical?

Another option would be to use signs to highlight pond’s location An opinion from an independent authority is to be sourced?

Looking for support with finance from local companies – further investigation is required

 

It was asked if a Fair would be required for 05/11; it was highlighted that this may not be a suitable time as there is no hard standing for the rides/machines etc.

AW will pick up the roll of Spokesperson & is planning a meeting in the next couple of weeks
