Minutes of Full Parish Council Meeting Monday 6th February 2023 at 7pm in Crowland Community Hub, Hall Street, Crowland
Present: David Kempton, Bryan Alcock, Philip Green, Graham Searle, Peter Davis, Reg Boot, Jon Boor, Cathi Elphee, Lee Quince, Annette Williams and Rodney Sadd.

A copy of the report had been circulated prior to this meeting. It is now countdown to the end of term, a short discussion regarding the two wards and procedures needed, a proposal for a brief meeting/discussion was requested to go through for first time councillors. |

A copy of the minutes had been circulated a prior to this meeting. Since the report further damage has been caused:-
Senior football game - Away team left the changing rooms in an unacceptable state. An invoice will be sent.
CPC have had a request from another team requesting the hiring/use of a football pitch next season. Outside teams hire price are considerable higher – an issue could arise with the condition of the Snowden and support should only be given to Crowland Teams. Unless at the discretion of CPC Meeting is to be arranged with CPC, CTFC and CJFC. |

A copy of the report had been circulated prior to this meeting. Bank reconciliation was not available for discussion. Precept has been completed and posted.
Loan arrangement to Leisure and wellbeing to be reviewed – agreement to be checked. From November 2022 minutes “The Trustees and Councillors discussed in depth, with all possible options reviewed, it was agreed that CPC are not an open bank/bottomless pit but will continue to support with £1k each month until the year end, with monthly updates and quarterly updates with information and representation.” |

A copy of the report had been circulated prior to this meeting. Replacement machinery was discussed. CPC have been informed the wating time for a new Gator delivery is 12 months – a new Gator is needed, an electric equivalent was investigated and reviewed, good comments but machine is too high, for lifting on and off and not a like for like replacement. Quotes for like for like new machine was requested. Bowls club are being kept informed regarding the tree trimming. |

A copy of the minutes had been circulated prior to this meeting. Hardwick Close has been refused for the second time – Coun. PG is contacting SHDC requesting the contacting the contractor enforcing the tiding up of the area and trees planted as in original approved planning.
Roadside services – some councillors were invited to visit the roadside services at Sutterton, feedback was that it was extremely well run and clean, the site is a lot larger than the one proposed for Crowland, overall the layout etc was liked by everyone but agreed to await and review the new plans regarding Crowland - once received SHDC – planning.
Multi sports areas – still awaiting – ongoing FA and Sports England – more funding is needed CPC have S106 money to assist this. |

DW has completed the new pathway around scout hut – thanks given to DW Vehicles are still driving from Old Abbey Farm Road onto Six Acre Lane – barrier to be used, AWP to contact Ashwood’s and request this be completed – planted and posts/bollards.
Contractors are still using car park out of hours the barrier is to be shut. Cars should park on site and not the car park. Police surgery – CPC promoted advertised on all sites but again a poor turnout. Dumped car – the car was removed and is now back – SHDC to be contacted again for the removal |

A copy of the report had been circulated prior to this meeting. Contractors to be requested they park on site and not the car park, allowing the barrier to be put in place and used.
AWP to arrange a meeting with Ashwood’s raising outstanding issues More soil is being dumped – dyke and roadside Posts and tiding up the area Pond still not adopted. Strip of land – walkway against the dyke from fire station to the allotments Define area on the corner James Road and last plot – knee rail needs continuing/defining as it pinches in at the end/walkway

Working party has been set up to produce a feasibility study – proposal for by the end of March – to find out if it is feasible project.

Zoom meeting – members are participating. Briefing meeting to be arranged for new members, to understand the process of the nomination papers, the forms must be 100% correct. |

SHDC to be contacted regarding road sweeping as leaves are building up.
Bus shelters – ongoing – some do not want West Street Shelter replacing as a symbol of town history, to be added onto planning agenda
